Cengiz Kovaç

Cengiz Kovaç was born in 1980 in Prizren, Kosovo. He completed his undergraduate studies in Information Technology and Telecommunications at “Ukshin Hoti” University of Prizren.
With many years of experience in public administration, information technologies and civil society, Mr. Kovaç has built his professional career around digital transformation, human resources management, institutional capacity development and youth policies.
He began his public engagement at an early age and, in 2002, joined the Kosovo Democratic Turkish Party (KDTP) as a Member of the Executive Board. He was also among the founders of the party’s Youth Branch, actively contributing to initiatives promoting youth participation in democratic and public life.
In 2011, he joined the Ministry of Public Administration of the Republic of Kosovo, where he served in the Minister’s Cabinet for five years. He later continued his career at the Ministry of Internal Affairs of the Republic of Kosovo, contributing to human resources management and the digital transformation of public institutions. He currently serves as the Human Resources Management Information System (HRMIS) Coordinator within the Ministry of Internal Affairs.
In 2009, he became one of the founders of the Kosovo Youth Union Association (KGBD), serving initially as Vice President. In 2016, he was elected President of the Association. Under his leadership, KGBD has strengthened its institutional capacity, expanded its international partnerships and enhanced the representation of the Turkish community of Kosovo in international platforms. He continues to lead numerous national and international projects in the fields of youth, education, culture, digitalization and social development.
Alongside his public service, Mr. Kovaç is also active in the field of information technologies. He is the founder of KOSOVA.VIP, where he provides professional services in web technologies, software development, digital transformation and corporate digital solutions.
By combining his experience in public administration with his leadership in civil society, Cengiz Kovaç continues to contribute to Kosovo’s democratic development, digital transformation and the social, cultural and institutional advancement of the Turkish community in Kosovo. He remains actively engaged in national and international cooperation initiatives focused on youth empowerment, sustainable development and digital innovation.
